MEET ROBBY

Dear Citizens of Cumberland County,

I am pleased to announce my candidacy for Superior Court Judge, 12-C Judicial District.

Superior Court Judge is a hard job, but I believe I am qualified and prepared for this unique public trust and the awesome responsibilities associated with it. My legal experience has been achieved during decades of service to our courts and our community. I have practiced law in both our state and federal courts: Appellate, civil, criminal defense, and criminal prosecution.

After graduating from law school, I was a law clerk on the North Carolina Court of Appeals. Then I practiced law with a local law firm, and in 1994, I returned to public service as a member of the Cumberland County District Attorney’s Office. There, I have handled every type of case from traffic infractions to capital murder cases, including some of the most notorious and heinous cases.

Striving to strengthen and improve the administration of justice, I served on the Fayetteville Area Sentencing Center’s Board of Directors, on the Cumberland County Bar Association’s Board of Directors, and later, I became its President. Currently, I serve our entire State as a Board Member on the North Carolina Board of Law Examiners, the body that administers and grades the dreaded bar exam and, more importantly, protects the public by ensuring that every prospective licensed attorney possesses the good character and fitness and ability to represent clients in our justice system.

On a more personal note, I am happily and proudly married to my law school sweetheart, Margit Hicks. Margit and I have two (2) sons who currently serve our country as sailors in the United States Navy. Both of our sons earned the Eagle Scout Rank at Troop 787, where I was a Den Leader and Assistant Scoutmaster for 14 years. We are active members of St. Patrick Catholic Church.

I have done my best to serve well our courts and our community. I have faithfully supported law enforcement, first responders, firefighters, and victims of crime while simultaneously protecting the rights of those charged with crimes.

The words “Equal Justice Under Law” are carved into the stone above the United States Supreme Court. Guided by this simple, but profound, legal principle throughout my career, I pledge an unceasing commitment to a fundamentally fair application of our laws to everyone without exception.

I sincerely believe that my professional record shows the ability, the character, and the demeanor necessary to be an effective and independent Superior Court Judge. Therefore, humbly and respectfully, I ask for your support in my candidacy for Superior Court Judge for the 12-C Judicial District.

Senior Assistant District Attorney

Prosecution of those charged with criminal offenses in our District and Superior Courts.  Responsibilities have included being the Office’s primary arson, narcotics, and post-conviction prosecutor, and Chief of our homicide division.  I have instructed law enforcement agents in the areas of arson and narcotics.  I served the Office as a trial team leader for about three (3) years.  In 2002, I served as the Office’s coordinator for Operation Ceasefire, Project Safe Neighborhoods.  From April, 2003 to May, 2014, in addition to my duties as an ADA, I also served the United States of America as Special Assistant United States Attorney for the USAO, EDNC, for Organized Crime Drug Enforcement Task Force (OCDETF) prosecutions connected with Cumberland County.

Superior Court Judge is a hard job, but I believe I am qualified and prepared for this unique public trust and the awesome responsibilities associated with it.
